Got a window pop up in Firefox while I was in a commercial website. It claims to be from Firefox and that I have a security issue and wants me to download and buy something. I closed it quickly so didn't get the www address but it wasn't Mozilla.

Since it has happened twice how would I report it the next time it happens as it looked very legitimate.

While this may be a legitimate message, it could also be Malware or a Virus. Any time you want or need to check for upgrades, go to the web site of the True Owner of the program in question. For example, to check out Firefox, go to Mozilla.org. {web link}

Run most or all of the listed malware scanners. Each works differently. If one program misses something, another may pick it up.
